There is an option in the on-screen menu which allows you to change this setting. found under “settings” -> “Mobs & Spawners”. You can toggle between farming and normal modes, changing the spawn rate for both biomes and mobs. The farming mode will make it so that only animals spawn easily, while the normal mode will make hostile mobs as common as any other animal.

Note: Within the “Mobs & Spawners” panel, you can change the spawn rate of hostile mobs. This setting is more effectively used in combination with the “max-age” and “spawn ticks” settings found under the “Game Rules” panel.

You can toggle which chunks of land will have hostile mobs spawning. Found in the same Mobs & Spawners panel under the “Creative Mode” tab. For example, you can use this to make a jungle biome where you don’t have jungle creepers spawning (commonly hostile mobs) without having to deal with cactus mobs and other such creatures in the jungle.

Update: 9/25/2013: A new update has modified how mob spawning works. You can change the max age and number of spawn ticks now through the game rules tab found under “Settings”. Mob XP can be boosted or lowered by altering the XP table under “Game Rules”.

How to Change Mob Spawn Rate in Minecraft with Max Age

“Max age” is a technique used to make hostile mobs rarer worldwide. When this setting is changed, mobs will not spawn so often (or at all) until they have aged to the point that they no longer count as a “baby”. Effectively reduce the number of hostile mobs in a small area without needing to change their spawn rate or dilute them with animals.

You can alter this setting through the “Game Rules” tab under “Settings”. You can change it on both an individual basis and globally.
